  1. Should a budgetary institution, acting as beneficiary (applicant) submit its latest accounts with the application?
    • It is stated in the Guidelines for Grant Applicants and Beneficiaries (chapter 2.3.3, table 13, rows 8 and 9) that the Lead beneficiary and beneficiaries must submit their latest accounts (the profit and loss account and the balance sheet, or equivalent according to the national legislation). Exemption applies to international organisations, to national, regional and local public authorities, and to bodies governed by public law and financed by the public budget (budgetary institutions).
  2. Must the applicants submit supporting documents to prove their capacity to co-finance the project (e.g. Decision of the Municipal Council)?
    • No.
  3. Must the applicants submit supporting documents to prove the validity of prices of services, goods, equipment or infrastructure planned under the project?
    • No. 
  4. Must the technical documentation and other technical documents be translated into English?
    • No. Guidelines for Grant Applicants and Beneficiaries, chapter 2.3.3: Application documents must be submitted in English. The documents listed below in the points 6, 7, 8, 9, 10, 11, 12, 13 may be submitted in Latvian, Lithuanian, Russian or Belarusian.
  5. Should we add commercial proposals in order to base the prices indicated in the budget of the Grant Application Form?

    • No.
  6. How detailed should the information about equipment be?
    • The information should cover such aspects: 1) Location of equipment and ownership; 2) Detailed description of the equipment and its technical parameters and way of use; 3) Socio-economic analysis of situation, justifying the need for equipment; 4) Estimated results and their quantification (i.e. increase in capacity, improved service by number, %) and impact on target groups; 5) Financing plan of investment activity (stages of installation and payments).
  7. In what form the partnership of participating organisations (beneficiaries) must be regulated?
    • Partnership statements per each partner (chapter 2.3.3, Table 13, row 4). If selected for funding, the Partnership Agreement will have to be signed.
  8. Priority 1.1. Is there a list of vulnerable groups?
    • The list is not exhaustive. Please, read the Guidelines (page 10 -  indicative list) and prove in your application that your target audience can be treated as vulnerable group.
  9. Under priority 2.1 can only those institutions, which operate in the field of environment and security take part in addressing common challenges?
    • The focus should be on the phrase “common challenges”. The list of possible beneficiaries and activities does not close with environment and security.
  10. When can we plan the project start?
    • Taking into account all necessary procedures, indicatively the projects should be able to start in the end of 2020.
  11. What is the maximum duration of the project?
    • 24 months.
  12. Is certificate of origin required for purchases of equipment under EUR 100 000?
    • No, if the contract value is lower than EUR 100 000.
  13. Should all technical documentation for planned infrastructure works be submitted together with the Grant Application Form?
    • Yes.
  14. Can technical documents be submitted in national languages?
    • Yes.
  15. Can technical documentation, which was submitted for the 1st and 2nd Calls for Proposals, be redeemed by the applicants?
    • If technical documentation, which was submitted for the 1st and 2nd Calls for Proposals along with the application, is to be submitted repeatedly for the 3rd Call, please contact JTS in advance in order to redeem necessary technical documentation.
  16. Is the limitation regarding target groups 'youth' and 'pre-retirement age people' relevant for all priorities under the 3rd Call for Proposals?
    • No. The limitation on target group 'youth' and ‘pre-retirement age people’ is relevant for the priority 1.2 only. As the applications selected within the 1st and 2nd Calls for Proposals foresee fulfilment of the Programme result indicator 'Number of people in the Programme area who have received support in developing their employability and entrepreneurial capacities' with respect to the target group 'youth' and ‘pre-retirement age people’, in order to be approved for funding the applications submitted within the 3rd Call for Proposals shall focus on other target groups: 'other' population, as indicated in section 2.2.1 of the Guidelines in the description of the vulnerable groups.
  17. What is the definition of ‘infrastructure component‘ in the Programme? 
    • Infrastructure component includes not only works and services related to (re)construction, renovation, installation of infrastructure and its supervision, but also equipment, necessary for the proper (re)constructed object functioning (e.g., hospital room renovation and installation of medical equipment). Equipment and furniture, which are not specialised, but will rather be used for administrative purposes (e.g., tables, chairs, shelfs) can be counted separately.
